Elevator Safety Orders (ESO)

Group 1 - Administrative Regulations

Group 1 regulations apply to existing and new elevator installations.

Group 2 - Existing Elevator Installations

Group 2 regulations apply to existing elevators installed prior to October 25, 1998. Italicized paragraphs, sentences, or phrases apply to all existing elevators while non-italicized apply to elevators installed after 1970 or after the date the regulation was adopted.

Group 3 - New Elevator Installations

Group 3 regulations apply to new elevators installed after October 25, 1998.

Group 4 - Conveyance Installations For Which the Installation Contract Was Signed On or After May 1, 2008

Group 4 regulations apply to new elevators for which the installation contract was signed on or after May 1, 2008.

Elevator Codes in Use

3140. Application. "The Elevator Safety Orders shall apply if any difference exists between the Elevator Safety Orders and ASME A17.1-2004; ASME A18.1-2003; and ASCE 21, Part 1, 1996 edition, Part 2, 1998 edition, and Part 3, 2000 edition; or any other code, document or standard referenced in ASME A17.1-2004; ASME A18.1-2003; and ASCE 21, Part 1, 1996 edition, Part 2, 1998 edition, and Part 3, 2000 edition." As you can see, California is using the 2004 edition of ASME A17.1 with some exceptions and amendments for new installations. Each section of the Elevator Safety Orders is preferenced with a paragraph stating the exceptions, if any, and the "incorporated by reference" citation.

Electrical Code in Use

Located at the bottom of page 70-xiii in the 2004 edition of the California Electrical Code is the following statement..."DOSH has not adopted the 1996, 1999, or the 2002 edition of the National Electrical Code. The 1995 edition of the California Electrical Code remains effective." This means that devices installed under the current California Elevator Safety Orders will be using the 1993 National Electrical Code with a few exceptions and amendments by the state. Inspector Licensing Information

This section of the Elevator Safety Orders outlines the requirements for certified inspectors in California. Essentially, the State of California, the City of Los Angeles, and qualified inspectors employed by insurance companies are performing inspections in the State of California. Federal property, Indian tribal land, and private residences that are required by the local authority having jurisdiction to complete an inspection generally require the inspection to be performed by a QEI certified inspector. Some entities require proof of general liability insurance as well.
